Transit-Oriented Communities Everett Housing Action Plan 43 <br /> <br />These measures may include: <br /> Facilitating expanded uses of school facilities for community and recreational activities <br /> Developing neighborhood parks in residential areas without sufficient access <br /> Supporting locally oriented retail and other small businesses <br /> Requiring ground-floor commercial uses in accessible, high-traffic locations <br /> Ensuring compatibility of non-residential uses with residential areas <br />3.9: Promote affordable housing options in TOD areas. <br />The City should work to ensure that new development in TOD areas can serve a broad range of <br />households, including lower-income individuals and families that may not be able to afford market-rate <br />housing in these areas. Where possible, the City should coordinate TOD planning efforts with the <br />policies included in the Affordability and Displacement section below to provide affordable options. <br />These efforts may include the following: <br /> Identifying potential surplus properties owned by government agencies, religious organizations, <br />and non-profits in these areas that could be used for affordable housing (see Recommendation <br />4.5). <br /> Prioritizing the development of income-restricted housing in station areas with cooperation from <br />affordable housing providers, potentially through preferences for City programs and targeted <br />incentives (such as an expanded Multifamily tax exemption program authorized by state <br />legislature in 2021 – see strategy 4.8). <br /> Exploring the use of mandatory inclusionary zoning options specifically for station areas to require <br />affordable housing units or in-lieu payments with new development. <br /> Monitoring social and economic conditions on urban corridors to ensure that displacement of <br />lower income residents does not occur. <br /> <br />Long-term Recommendations <br />3.10: Provide long-term monitoring of development in station areas. <br />Monitor the effects of City actions real estate trends and development proposals assessing: <br /> Effects on the affordability of units <br /> Number and type of new residential units <br /> Displacement of persons due to redevelopment and economic factors <br /> Effects on the character and livability of local neighborhoods.
