September 8, 2021 <br /> She also thanked the Mayor and Administration for their weekly briefing memo to <br /> the Council. President Stonecipher asked if the budget process that begins on <br /> September 29 will include the allocation of American Rescue Plan (ARP) funds. <br /> Mayor Franklin stated this will be a separate process; however, the ARP fund <br /> allocations would still be presented to Council. <br /> President Stonecipher reminded colleagues and residents that Council meetings <br /> will be moving to the Zoom platform beginning next week. Additional information <br /> can be found on the Council website. <br /> ADMINISTRATION UPDATE ON PRIOR BUSINESS <br /> Lori Cummings, Administration, had no comments. <br /> CITY ATTORNEY <br /> City Attorney David Hall requested a 10-minute executive session regarding one <br /> labor contract matter pursuant to RCW 42.30.140(4) with no announcement to <br /> follow. <br /> PUBLIC COMMENT <br /> Dylan Sluder, Bellevue, provided written comment regarding the Rethink Housing <br /> Action Plan. <br /> Dave Koenig, Everett, provided comments related to Council Bill 2108-28. <br /> Joe Kunzler spoke about the Everett Transit Development Plan. <br /> 3 <br />
