2) A demonstration that there is a need and a lack of access to less-than-lethal equipment <br /> due to the impact of RCW 10.116.040, and that such access is necessary for the operation <br /> of the law enforcement agency and protection of public safety. <br /> 3) Characteristics or qualifications of the Applicant that enables it to deploy equipment <br /> acquired under this RFP to incidents requiring utilization of such equipment, or to distribute <br /> such equipment to other law enforcement agencies with responsibility to respond to such <br /> incidents. <br /> 4) A description of how the type and quantity of equipment to be acquired under this RFP was <br /> determined. <br /> 5) A description of the type and quantity of equipment to be acquired under this RFP and to <br /> be made available for deployment within each agency or agencies covered by the proposal, <br /> and to whom and where the equipment will be distributed and will be used. <br /> 6) Identification of who, from whom, when and by what medium of instruction peace officers <br /> with access to equipment acquired under this RFP will receive training on the use of such <br /> equipment prior to its use. <br /> 7) A description of any agreements, coordination or authority required or completed to <br /> implement the proposal. <br /> B. Work Plan: Include all project requirements and the proposed tasks, services, activities, etc. <br /> necessary to accomplish the scope of the project defined in this RFP. This section of the <br /> technical proposal must include a description of the proposed procurement and distribution of <br /> equipment, as well as the training to be given on the equipment acquired. Include a description <br /> of any agreements, coordination and authority required beyond that currently in place. <br /> C. Project Schedule: Include a project schedule indicating when the elements of the work will be <br /> completed. The project schedule shall detail the dates that equipment acquired under this RFP <br /> will be available to respond to incidents and the dates by which intended users will trained on <br /> the use of the equipment. <br /> D. Outcomes and Performance Measurement: Describe the impacts and outcomes the <br /> Applicant proposes to achieve as a result of the delivery of these services including how these <br /> outcomes would be monitored, measured and reported to COMMERCE. <br /> E. Risks: The Applicant must identify potential risks considered significant to the success of the <br /> project. Include how the Applicant would propose to effectively monitor and manage these <br /> risks, including reporting of risks to the COMMERCE contract manager. <br /> F. Deliverables: Fully describe deliverables to be submitted under the proposed contract. <br /> Deliverables must support the requirements set forth in Section 1.2, Objectives and Scope of <br /> Work. <br /> 3.3. RELATED INFORMATION (MANDATORY) <br /> 1. If the Applicant or any subcontractor contracted with the state of Washington during the <br /> past 24 months, indicate the name of the agency, the contract number and project <br /> description and/or other information available to identify the contract. <br /> 2. If the Applicant's staff or subcontractor's staff was an employee of the state of Washington <br /> during the past 24 months, or is currently a Washington State employee, identify the <br /> individual by name, the agency previously or currently employed by, job title or position <br /> held and separation date. <br /> COMMERCE RFP No.19-31440-1 Page 12 of 18 <br />
