Direct Costs Expenditures that can be traced to specific project costs must be included in salaries, benefits, subgrantees, consultant services and/or goods and services.This includes supervision and financial staff working on the STOP Grant. Costs incurred for common or joint objectives and therefore cannot be readily and specifically identified with a particular project or activity cannot be included as direct costs. Match Required for Criminal Justice Agencies There is a 25% match requirement for criminal justice agencies imposed on grant funds under this program. Non-Supplanting of State and Local Funds Federal funds must be used to supplement existing funds for program activities and may not replace (supplant) nonfederal funds that they have appropriated for the same purpose.
