GENERAL PROJECT DESCRIPTION <br /> Project Overview <br /> The applicant,Verizon Wireless,proposes to modify an existing telecommunications facility located <br /> at 1321 Colby Avenue Everett,Washington(Parcel No.00438524600000)to provide better services. <br /> The proposed modification consists of the following: add three (3) new antennas. <br /> Facility Specifications <br /> • Antennas -Verizon is proposing to add three (3) new antennas. Please see Sheet A-2.1 for <br /> additional information. <br /> • Color-The antennas will be painted/designed to matching the existing building. <br /> GENERAL SITE ANALYSIS <br /> Zoning General Plan Designation <br /> The site is zoned Residential 2 (R-2). According to the City of Everett Municipal Code (EMC) <br /> Section 19.05-Table 5.2 <br /> ZONE R-S R-1(A) R-4 <br /> USE A-1 R-2 R-1 R-2(A) R-3(L) R-3 R-5 <br /> Above ground utility 111(40) 111(40) 111(40) 111(40) 111(40) 111(40) 111(40) <br /> and communications <br /> facility major <br /> (40) See Section 41.150.D.1.b for regulations pertaining to above ground utility <br /> and communications facilities. <br /> Verizon Wireless's existing facility was permitted under permits SPU#09-004 and B0910-035. <br /> The original land-use approval was for twelve (12) antennas. <br /> Verizon's proposed modification will not substantially change the existing facility and adheres to the <br /> original land-use approval in 2009. Accordingly, an Eligible Facilities Request and Commercial <br /> Building Permit Approval have been submitted for review and approval. <br /> Eligible Facilities Request <br /> The proposed Verizon Wireless modification qualifies for review under Section 6409 of the • <br /> Spectrum Act. The proposed modification does not constitute a substantial change. According to <br /> the Spectrum Act a substantial change as established by FCC rules. <br /> The proposed Verizon Wireless modification of an existing rooftop facility does not substantially <br /> change the physical dimensions of the existing approved installation or associated base station.
