(Cadman) has proposed a development project at property it leases <br />located at 17 E. Marine View Drive in Everett, Washington, also known as the Delta site (project <br />site). In order to pursue this project, the City of Everett City has indicated that Cadman must <br />obtain a City Public Works Permit to restore a portion of the project site that was previously <br />cleared and graded (restoration area) without appropriate authorizations from the City. Photos <br />on the following page show the site pre and post clearing and grading. <br />The project site is bound to the north and east by the Snohomish River and to the south and west <br />by adjacent industrial properties. The majority of the restoration site is currently paved with <br />crushed gravel and used for storage and parking. This area is essentially flat with an average <br />slope of less than 1 percent. The slope in the approximately 2- to 20-foot-wide area between the <br />gravel surfacing and the existing wood retaining wall increases to an average of approximately <br />2 horizontal feet to each vertical foot and is characterized by invasive plant species. <br />
