The landscaping plan submitted as part of these permit reviews identified the <br />"existing" landscaping on site and was generated from the last landscaping plan on file for the property. It had been <br />noted by the applicant/primary contact for these permits that any landscaping that was missing and/or subpar would be <br />replaced accordingly. <br />Upon reviewing aerial images and now walking most of the site, it appears several trees, shrubs, and ground cover have <br />been removed overtime. Additionally upon further review, it was determined that at least one additional landscape <br />island is required in the southern parking area in accordance with EMC 19.35.080. 1 have attached a copy of the <br />previously approved plan with redlined areas/trees that I specifically noticed were missing however this isn't a <br />comprehensive assessment and more may be missing as well. <br />Unfortunately, I cannot sign off on the permit(s) to be finaled without this situation being resolved. A new landscaping <br />and irrigation plan are required and should be prepared in accordance with EMC 19.35.100 and EMC 19.35.115. Please <br />note this doesn't necessarily mean a one-to-one replacement of what's missing, since the current code requirements <br />may differ from the original requirements/plan approved in 1992. The new plan(s) should clearly identify all existing and <br />proposed landscaping and how it meets all applicable requirements of EMC 19.35. <br />Note: EMC 19.35.070 identifies instances in which modification of landscaping requirements may be permissible. The <br />stream channel to the West of the site is to be opened up, replanting the existing lawn area north of the small building in <br />the southwest corner with buffer mitigation plants may be a modification option/request to consider. This option could <br />not be used to account for all missing trees/landscaping on site but it may make up for some of it. This process requires a <br />formal application/fee-1 would suggest preparing a preliminary proposal for my review/feedback prior to making a <br />formal application should this be a route you/PUD choose to consider. <br />For reference, the expiration date for your permits was extended until 5.11.2020.
