PROJECT PROPOSAL
A. Proposed Project Description
The Everett Police Department is excited to provide the Washington State Criminal Justice
Training Commission with a multi-faceted proposal that will help us achieve our goal of having a
police department that reflects the diverse demographics of the community we serve. Program
social media identifiers are #WeAreEPD and #BeEPDtoo. Total project cost is estimated at
$60,000.00 for the production and implementation of multi-media development, marketing
contract, recruiting travel expenses, recruitment training and testing fees to be provided for
underrepresented applicants.
The program is intentionally designed to work on parallel tracks to bolster our recruiting efforts
to attract and retain dynamic and diverse candidates to serve as police officers in our
everchanging city.
If grant funding is awarded, we will immediately begin developing and implementing a multi-
media strategy bringing our #WeAreEPD and #BeEPDtoo programs to under-represented
audiences in western Washington, surrounding communities and on a national level. We will be
developing a series of videos, digital streaming advertisements and printed materials, that will be
strategically displayed where they would be seen by our target demographic.
The videos will vary in length and highlight the stories of our officers from diverse backgrounds
who broke stereotypical barriers and have successful careers as Everett Police Officers. We will
also create a video"conversation"for use in recruiting and educating community members about
the Everett Police Department and its officers. Conceptually these conversations would include
officers of various experience levels, backgrounds, and interests as they discuss commonalities—
