Snitko (Respondent)is the owner of property at 10708 Holly Drive, Everett, <br /> Washington(subject property),which is in an R-2, Single-Family Medium Density <br /> Residential zone. A certificate of sale was recorded with the Snohomish County Treasurer's 3 <br /> office on September 4,2018 listing Michael Snitko as the owner. (Exhibit#5, Certificate of 1 <br /> Sale, dated September 4, 2018) (Exhibit#8, Snohomish County Assessor's record, dated <br /> October 26, 2018) (Exhibit#9, Go Sync Map) <br /> 2. During a conversation with the Respondent on September 25,2018 regarding another <br /> property,the Respondent requested that the City conduct an inspection of the subject <br /> property. On October 2, 2018 City of Everett Code Enforcement Officer Don Cunningham <br /> conducted an inspection of the subject property with Respondent Snitko. While on site, <br /> Officer Cunningham observed and photographed that renovation of the interior and exterior <br /> of the residential structure had been completed. Renovations of the interior of the residential I <br /> structure included alterations to the electrical and plumbing systems, installation of new <br /> countertops, a new rear door, and window. Officer Cunningham further observed that an l <br /> exterior stairway and upper deck had been constructed on a metal accessory structure <br /> I <br /> located on the rear portion of the subject property. Upon research of City records, Officer 1 <br /> Cunningham determined that permits had not been applied for or obtained by the <br /> Respondent for the interior and exterior alterations to the residential structure or for the <br /> exterior stairway and deck attached to the accessory metal structure. On October 4,2018, City of Everett Building Division Chief Inspector Ted de Budden <br /> informed Officer Cunningham that the exterior stairway and upper deck attached to the } <br /> accessory metal structure on site would require permits. Chief Inspector de Budden <br /> commented that the electrical and plumbing work associated with the interior renovation of <br /> the residential structure would require City permits, inspections,and building division <br /> approvals. On October 9,2018,the City issued a violation citation to the Respondent for violations of: 1 <br /> International Property Maintenance Code(IPMC) 106.1 Unlawful Acts as adopted by EMC <br /> 16.005.010;IPMC 108.1.4 Unlawful Structure as adopted by EMC 16.005.010; and <br /> International Residential Code(IRC)R105.1 Permit Required as adopted by EMC <br /> 16.005.010. Copies of the violation citation were mailed via first class and certified mail to 1 <br /> the Respondent's last known address,which Officer Cunningham obtained from Snohomish <br /> County Assessor's record. A copy of the violation citation was emailed to the Respondent. <br /> A copy of the violation citation was posted on the subject property on October 10,2018. t <br /> Each method of service used is independently sufficient to provide notice pursuant to EMC <br /> 1.20.010.C.1.
