S. With the original facility City right-of-way was improved with a paved street, but <br />the improvements did not include curbs, gutters, or sidewalks developed at this <br />location. The City of Everett Public Works Department reviewed the proposal <br />and did not request additional improvements to the right-of-way. (exhibit 1, <br />Ingalsbe testimony) <br />9 Because the proposed facility is unmanned, there will be no need for sanitary <br />sewer service. The only available water service will be for irrigation of the <br />landscaping. There will be electrical and telephone service to the facility. <br />(exhibit 1, Ingalsbe testimony) <br />10. The proposed facility will be unmanned. There will be monthly visits by the <br />Applicant for service purposes, but these visits will not create significant impacts <br />on traffic. It will have the antennas <br />on the top with conduit extending from the top to the base of the pole. All the <br />equipment will be contained in the equipment building. Blandscape standards. cause it is a rfThese standards include a 10 foot wide ential use in an R-2 zone, the site is tlandsocapedory <br />strip with Type I landscaping along the north property line and Type III <br />landscaping along Lincoln Street. This landscaping will be a condition of <br />approval. (exhibit 1) <br />15. A Class II stream flows from the north to the south near the western portion of <br />the site. Category II streams require a 50-foot buffer. The buffer on -site has <br />been improved with lawn and a single-family residence. EMC 19.37.140.D <br />allows the reduction of a stream buffer up to 50% if the stream buffer is <br />enhanced with planting3 and if the enhancement improves the functional values <br />of the buffet and stream. With the Class B landscape standards being required, <br />the landscaping on -site will be enhanced even though the buffer is reduced to 25 <br />feet. (exhibit 1, Ingalsbe testimony) <br />
