The authorized funding is $3,200,000, which is for the <br />completion of Phase 1 (design) and Phase 2 (construction). <br />Project summary statement: <br />Reservoir 3 is a 20-million-gallon drinking water reservoir originally constructed as an <br />open-air reservoir in the 1920s and subsequently covered with a concrete roof structure <br />in the 1980s. The concrete roof structure, which covers an area of approximately 3.8 <br />acres, needs structural repairs. <br />This project is being delivered using the "progressive design -build" process, which is <br />authorized under RCW 39.10 as an alternative project delivery method to traditional <br />"design -bid -build". Under progressive design -build, interested design -build contractors <br />first respond to Request for Qualifications (RFQ), then the City narrows that group to <br />finalists, of which one is selected for award. Six teams responded to the Reservoir 3 <br />RFQ. City staff selected three finalists to submit proposals. Following an extensive <br />evaluation of each finalist's proposals, qualifications, approach to the project, <br />interviews, and proposed design pricing, the JW Fowler team attained the highest score. <br />Accordingly, City staff recommends that Council select JW Fowler as the design -builder <br />for award and contract execution. <br />Progressive design -build is a two-phase process: Phase 1 (design) and Phase 2 <br />(construction). The design -build contract authorized in this agenda item is only for <br />Phase 1. During Phase 1, the design -builder will design the project in close coordination <br />with the City. When the design reaches about 60% completion (which will take 6-9 <br />months), City staff and the design -builder will then negotiate a construction price for <br />Phase 2. If those negotiations are successful, City staff will then bring Council a <br />proposed amendment to the design build contract that authorizes Phase 2 at the <br />negotiated construction price, and then construction will begin. <br />Recommendation (exact action requested of Council): <br />Award the contract to JW Fowler for the Design -Build contract for the Reservoir 3 <br />Structural Improvements Project in the amount of $753,079.00 and Authorize the <br />Mayor to sign the contract in substantially the form provided. <br />
