V. The City Council considered the factors in EMC 15.03.400 in reviewing the proposed comprehensive plan policy amendments in this ordinance; and W. The City Council finds that the proposed amendments to the city's development regulations (unified development code) contained in this ordinance are consistent with the Everett comprehensive plan, bears a substantial relation to public health, safety and welfare, and promotes the best long-term interests of the Everett community. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THE FOLLOWING ACTIONS: Section 1. Section 4 of Ordinance 3543-17 (the City of Everett Comprehensive Plan Parks and Recreation element) is amended as indicated in Exhibit 1, with strikeout text deleted, and underlined text added. Section 2. Section 3 of Ordinance 3543-17 (the City of Everett Comprehensive Plan Capital Facilities and Utilities element) is amended as indicated in Exhibit 2, with strikeout text deleted, and underlined text added. Section 3.
