contained in this ordinance, after the Planning Commission's consideration; and <br /> I. City staff reviewed the proposal under provisions of the State Environmental Policy Act, completed <br /> an environmental checklist, and issued a Determination of Non-Significance on August 3, 2021; and <br /> J. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br /> Department of Commerce on July 28, 2021 and a letter of receipt was received the same day; and <br /> K. On November 17, 2021, the Everett City Council held a public hearing, after proper notice, and <br /> considered public comment and the entire record related to the code amendment contained in this <br /> ordinance; and <br /> L. The amendments contained in this ordinance maintain consistency with the GMA and are consistent <br /> with the GMA planning goals; and <br /> M. The amendments contained in this ordinance are consistent with and supportive of the multicounty <br /> planning policies in VISION 2050; and <br /> N. The amendments contained in this ordinance are consistent with and supportive of the countywide <br /> planning policies; and <br /> O. The amendments contained in this ordinance are consistent with and supportive of goals, <br /> objectives, and policies in the city's comprehensive plan; and <br /> P. The City Council considered the factors in EMC 15.03.400 in reviewing the proposed comprehensive <br /> plan policy amendments in this ordinance; and <br /> Q. The City Council finds that the proposed amendments to the city's development regulations (unified <br /> development code) contained in this ordinance are consistent with the Everett comprehensive plan, <br /> bears a substantial relation to public health, safety and welfare, and promotes the best long-term <br /> interests of the Everett community. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN THE FOLLOWING ACTIONS: <br /> Section 1. Amend the City of Everett Growth Management Comprehensive Plan Land Use Map from <br /> Industrial to Commercial Mixed-Use for the subject property at 7500 Hardeson Road and consistent with <br /> this legal description: Section 12 Township 28 Range 04 Quarter NW&SW- LOT 1 CITY EV BSP NO 08- <br /> 0004 REC AFN 201305295004; BEING A PTN OF NW1/4 &SW1/4 OF SD SEC Parcel No. 28041200305800 <br /> as indicated in Exhibit 1. <br /> Section 2. Amend the City of Everett Zoning Map from Light Industrial 2 to Business for the property <br /> located at 7500 Hardeson Road, and consistent with this legal description: Section 12 Township 28 <br /> Range 04 Quarter NW&SW- LOT 1 CITY EV BSP NO 08-0004 REC AFN 201305295004; BEING A PTN OF <br /> NW1/4&SW1/4 OF SD SEC Parcel No. 28041200305800 as indicated in Exhibit 2. <br /> ORDINANCE Page 2 of 5 <br />
