`EVERETT
City Council Agenda Item Cover Sheet
Project title: Professional Services Agreements for On -Call Geotechnical Engineering Services
Council Bill #
Agenda dates requested:
12/01/21
Briefing
Proposed action
Consent X
Action
Ordinance
Public hearing
Yes
x No
Budget amendment:
Yes x No
PowerPoint presentation:
Yes x No
Attachments:
Proposed Agreements
Department(s) involved:
Public Works
Contact person:
Randy Loveless
Phone number:
425-257-8825
Email:
rloveless@everettwa.gov
Initialed by:
Department head
Administration
Council President
Consideration: Professional Service Agreements for On -Call Geotechnical Engineering
Project: On -Call Geotechnical Engineering Services
Partner/Supplier: Multiple Geotechnical Engineering Firms
Location: N/A
Preceding action: N/A
Fund: Multiple Funds
Fiscal summary statement:
Individual agreements are limited to $250,000 over the life of the proposed agreements,
which expire on December 31, 2023. The funding for each individual project (task order)
assigned under this agreement is the responsibility of the assigning department, and the
cost will be charged to the appropriate project budget or GL code and become a cost of
the project requiring the service.
Project summary statement:
The Public Works Department routinely has need to engage the services of Geotechnical
Engineering firms for projects of various types. By maintaining a Geotechnical
Engineering services on -call roster, Staff will have the ability to engage with selected
firms for projects that warrant this approach. Contracting for each individual project is
often not the most efficient nor effective approach, particularly for smaller projects or in
emergent or exigent circumstances.
Though the on -call roster will be primarily used by Public Works, other City departments
will be able to access the roster by coordinating with the Public Works Project Manager
handling the agreements.
Geotechnical Engineering firms were selected from the Municipal Research and Services
(MRSC) roster through a competitive process utilizing qualifications statements and
performance data posted to MRSC roster. The selected firms were deemed by an
evaluation committee to be the most highly qualified to provide the services required
for the anticipated scope of work. The selected firms are GeoEngineers, Haley -Aldrich (a
division of Hart Crowser), and HWA Geosciences. HWA Geosciences is certified as both
a Disadvantaged Business Enterprise and a Minority/Women-owned Business Enterprise
in the State of Washington.
Recommendation (exact action requested of Council):
Authorize the Mayor to sign the Professional Service Agreements for on -call
Geotechnical Engineering Services.
