Anticipated cost is based on past usage. Actual <br />usage is unknown and based on future needs. The anticipated annual value of the contract is <br />approximately $870,236 for all awarded suppliers. <br />Project summary statement: <br />The Water Pollution Control Facility (WPCF) and Water Filtration Plant (WFP) require water <br />treatment chemicals to support each plant's daily operations. The WPCF uses the chemicals to <br />disinfect and de -chlorinate treated wastewater prior to discharge. The WFP uses the chemicals to <br />create potable drinking water from the Chaplain Reservoir to over 600,000 retail customers. This <br />contract award includes the following chemicals: <br />• Liquid Sodium Bisulfite <br />• Liquid Hydrofluorosilicic Acid <br />• Soda Ash <br />• Epichlorohydrin Dimethylamine Polyamine <br />• Liquid Aluminum Sulfate <br />• Non -Ionic Polyacrylamide <br />• Sodium Hypochlorite <br />Invitations for Bid were sent to (46) suppliers, posted on the City website, and advertised in the <br />Everett Herald. Responses were received as shown on the attached bid tabulation sheets. Staff <br />received a total of ten (10) responses, of which two (2) submitted notifications of no bid. JCI <br />Jones Chemicals, Inc. and Northstar Chemical, Inc. are considered non -responsive. JCI Jones <br />Chemicals submitted an incomplete price sheet, while Northstar Chemical submitted its bid on <br />the draft version of the solicitation. Therefore, the two offers did not fully conform in all material <br />respects to the solicitation. <br />Staff is recommending award to multiple suppliers as follows: Univar Solutions USA, Inc., Newco, <br />Inc. dba Cascade Columbia Distribution Co., Thatcher Company of Montana, Inc., Polydyne, Inc., <br />Chemtrade Chemicals US LLC, and HASA, Inc. for one (1) year with five (5) additional one-year <br />extension options based on the lowest cost as shown on the attached bid tabulations. <br />Recommendation (exact action requested of Council): <br />Authorize the award of Invitation for Bid #2021-065 Water Treatment Chemicals to Univar <br />Solutions USA, Inc., Newco, Inc. dba Cascade Columbia Distribution Co., Thatcher Company of <br />Montana, Inc., Polydyne, Inc., Chemtrade Chemicals US LLC, and HASA, Inc., Inc. for one (1) year <br />with five (5) additional one-year extension options for approximately $870,236 annually, <br />including Washington state sales tax. <br />
