On September 19, 2019 the City, <br />Snohomish County, and Port of Everett entered into an Interlocal Agreement regarding cost sharing <br />for Jetty Landing Restroom Capital Improvements based on a total project cost of $782,563. After <br />bidding the Jetty Landing Restroom Capital Project the actual project cost increased to $1,140,000. <br />As a result, the Interlocal Agreement automatically terminated according to its terms. <br />This Successor Interlocal Agreement revises the allocation of costs for the project by the City, <br />County, and Port. The City's fixed amount remains unchanged at $118,191.00. <br />This agreement funds the original one-third of the expense for the Jetty Landing Restroom <br />Development project. This project will renovate the restroom facility at the 10th street boat launch. <br />These funds include project management costs, construction, tax, permit, and review costs, and all <br />other costs associated with the project. <br />The source of funds for this project will be the Capital Improvement Project fund 3 (CIP3). <br />Project summary statement: <br />The Port is the Lead agency in administering the grant, applying for permits, and managing the <br />project. The Port has applied for the Washington State Recreation and Conservation Office (RCO <br />Project #18-2524) Jetty Landing Restroom Development grant under the local Boating Facilities <br />Program to construct a new restroom facility located at the 10th street boat launch. The State <br />program requires sponsors to provide a 25% minimum match and the City, County, and Port agreed <br />to share the match valued at 25% of the estimated project's cost as calculated in the Grant <br />application. This agreement would commit the City to pay a fixed amount of the expense for the <br />Jetty Landing Restroom Development project. <br />Approximately 50,000 people visit the boat launch yearly. The current restroom is in need of <br />repairs. The new restroom will incorporate materials to provide the longest life in a marine <br />environment. The new design will create family style restrooms, which will result in decreased <br />maintenance costs. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign A Successor Interlocal Agreement for cost sharing for Jetty Landing <br />Restroom Capital Improvements. <br />
