F. Report. After the retreat, the City Council president shall prepare a report summarizing the <br /> issues during the next year the City Council identifies as significant. Minutes shall also be <br /> taken. <br /> SECTION 13: FILLING VACANCIES. <br /> Consistent with the Charter, Council will determine by majority vote the process to be <br /> followed in filling any vacancy.
