City of Everett,Washington I Reservoir 3 Structural Improvements PDB Project
Progressive Design-Build Contract I Exhibit B.Owner's Project Criteria
Exhibit B
Reservoir 3 Structural Improvements Project
City of Everett
Owner's Project Criteria
1 General
The Design-Builder shall conform design and construction to the requirements and
performance criteria identified in this Exhibit. During design or construction, the Design-
Builder may propose modifications to the Owner's Project Criteria. Any such
modifications are subject to the approval of the City.
2 Project Scope:
The Project scope consists of the following:
• Design and construction of Reservoir 3 cover structural improvements/repairs
• Design and construction of a ventilation system for Reservoir 3
• Design and construction of improvements to the valve vault adjacent to
Reservoir 3
• Design and construction of seismic improvements to Reservoir 3 (budget
allowing)
The structural repairs for the roof system are intended to address corrosion damage,
concrete spalling, and settlement issues in numerous locations on the interior and
exterior of the reservoir cover and structural supports. In addition, one area of the
reservoir wall and a grade beam have been undermined and require infill or other
support to provide full bearing of the concrete in that location. The installation of new
micropiles to support some structural elements of the reservoir has been considered by
prior evaluations, and the Design-Builder should be prepared to assess the need for
similar geotechnical and structural solutions.
The reservoir was designed with no ventilation. The Project includes design and
construction of a ventilation system to mitigate corrosive atmosphere conditions within
the reservoir resulting from storage of chlorinated drinking water.
The control valve vault improvements involve replacement of an existing platform and
ladder, and relocation of existing operator blocks.
The scope of seismic upgrades has not been defined to date, and will depend on
budget availability after accounting for the other improvements required. Ideally, this
Page 1 of 12
