112 <br /> EVERETT <br /> ORDINANCE NO. <br /> 3839-21 WASHINGTON <br /> An ORDINANCE creating a special improvement project entitled "Later Phase Eclipse Mill Park Project <br /> and Riverfront Trail Improvement Project", Fund 354, Program 073,to accumulate all design costs for <br /> the improvement project. <br /> WHEREAS, <br /> A. The City of Everett is committed to a planned parks capital improvement program as part of the <br /> City of Everett Parks & Recreation Comprehensive Plan. <br /> B. The City of Everett is committed to the construction of the Later Phase Eclipse Mill Park Project <br /> after the completion of the Eclipse Mill Park by the Riverfront Developer. <br /> C. The Later Phase Eclipse Mill Park Project shall include stabilization of the Snohomish riverbank, a <br /> personal watercraft floating boarding dock,and access trail in the lowland park area. <br /> D. The City of Everett also recognizes the need for trail improvements to the Riverfront Trail located <br /> within the Riverfront Revenue Development Area (RDA). <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. A special improvement project is hereby established as Fund 354, Program 073, and shall be <br /> entitled "Later Phase Eclipse Mill Project and Riverfront Trail Improvement Project"to accumulate all <br /> design costs for the improvement project. <br /> Section 2. Authorization is hereby given to accumulate costs and distribute payments from Fund 354, <br /> Program 073 for the improvement project. <br /> Section 3. Authorization is hereby granted to the Parks and Facilities Director, under direction of the <br /> Mayor,to assume full and complete responsibility for conducting all tasks and doing all things to <br /> accomplish the action authorized in this ordinance. <br /> Section 4. The sum of$600,000 is hereby appropriated to Fund 354, Program 073, "Later Phase Eclipse <br /> Mill Project and Riverfront Trail Improvement Project" as follows: <br /> A. Estimated Project Costs <br /> Design $600,000 <br /> Total Estimated Costs $600,000 <br />
