1 <br /> d. The west exterior wall of the building had been partially reconstructed. The following are <br /> the observed conditions: <br /> i. The wall framing has been covered with new wood-panel sheathing. The construction <br /> of new wall framing was not observed. <br /> ii. The wood-framed wall was not located over the concrete wall. The wall appeared to be <br /> supported by post-and-beam construction consistent with the remainder of the <br /> building. It did not appear that the building was constructed with the concrete <br /> foundation wall shown in the permit drawings. See below for more commentary. <br /> e. An existing concrete wall runs parallel to the west side of the building. The wall appears to <br /> be a retaining wall only,and not part of the building foundation. The following are the <br /> observed conditions: <br /> i. The wall is approximately 3-4 feet tall and 6 inches thick. <br /> ii. The wall appeared to be partially out-of-plumb and not straight along its length. <br /> iii. It was not observed if the wall is unstable, or had experienced sufficient top <br /> displacement to laterally-bear on the building structure. <br /> f. Portions of the building were observed to have significant deterioration. The following are <br /> the observed conditions: <br /> i. The exterior first floor deck and stairways were completely demolished and partially <br /> rebuilt. <br /> ii. The second floor deck and roof over the deck were partially demolished. Remaining <br /> portions, including framing along exterior building walls showed signs of deterioration. <br /> iii. Roof framing exposed from removal of roof over decks appeared damp and weathered. <br /> The degree of deterioration could not be determined. <br /> iv. The building siding,which likely is also the horizontal structural sheathing for the <br /> exterior walls,generally appeared to be in good condition. Exceptions included the <br /> build corners, notably at the west wall,which exhibited decay due to likely weather <br /> exposure and water intrusion under trim pieces. <br /> v. Limited observation of interior spaces was performed. Observed spaces appeared to be <br /> significantly deteriorated. Observations were limited to non-structural systems;the <br /> structural framing was not observable. <br />
