I
13. Historic and Cultural Preservation [help].
a. Are there any buildings, structures, or sites, located on or near the site that are
over45 years old listed in or eligible for listing in national, state,or local
preservation registers?If so,specifically describe.
There are no sites, structures, or buildings that are eligible for any preservation register
recorded on the property.
There are two small standing structures on the property(a shed and a roofed shelter), neither of
which have been recorded or evaluated. Neither were impacted by the project. The nearest
potentially historic structure is a barn located approximately 0.28 mile northwest of the property.
The ditches that were filled appear to have been part of the Marshland dike and ditch complex.
The complex was recorded and evaluated on a Historic Property Inventory Form in 2012. It
comprises a dike on the west bank of the Snohomish River east of the property and the network
of ditches west of the dike. The system was determined to be ineligible for listing in the
Washington Heritage Register or National Register of Historic Places.
The nearest known archaeological site is 45SN598, a precontact lithic scatter consisting of one
flake and fire-modified rock, located about 0.27 mile from of the property. The recorder of that
site thought that it may be related to 45SN041, a precontact shell midden located 1 mile away
and across the river from 45SN598.
b. Are there any landmarks, features,or other evidence of Indian or historic use or
occupation? This may include human burials or old cemeteries. Are there any
material evidence, artifacts,or areas of cultural importance on or near the site?
Please list any professional studies conducted at the site to identify such
resources.
The locations of 45SN598 and 45SN041 indicate the possibility of widespread archaeological
materials on the river terrace landform that the property occupies. Several Native American
place-names are documented in the vicinity, including at the location of 45SN041 and the
confluence of the Snohomish River and Ebey Slough (about 1 mile northeast of the property).
Two archaeological surveys have been conducted that cross the property.A 2004 survey for
potential drainage improvements related to Interstate 5 excavated 20 shovel probes in an area
of approximately 2 acres (4%of the property). The tests did not identify any archaeological
materials but did recommend that the vicinity has high potential for archaeological resources
(Roedel et al. 2004).A second survey conducted in 2012 included only a pedestrian survey on
approximately 3 acres of the property(Iversen et al. 2012). No subsurface tests were
excavated, and no archaeological resources were recorded. The 2004 testing area was totally
within the 2012 pedestrian survey area, and both are in an area where overhead utility lines
cross the property. Therefore, about 6%of the property has been surveyed, and the surveyed
area likely has the most disturbance.
c. Describe the methods used to assess the potential impacts to cultural and
historic resources on or near the project site. Examples include consultation with
tribes and the department of archeology and historic preservation, archaeological
surveys, historic maps,GIS data,etc.
Impacts were not assessed prior to the work at the site. After the work was completed, maps, aerial
photographs, and previous literature were reviewed by an archaeologist meeting the Secretary of
Interior's Professional Qualifications Standards. The extent of ground disturbance for the Project
consisted of filling ditches, leveling the land, and creating raised rows for crops. It is possible that
ground disturbance may have exceeded the limits of previous disturbance and disturbed previously
intact archaeological materials or further impacted archaeological materials that were previously
disturbed by agriculture. However,no items have been observed during or after Project completion.
15
