B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2021 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate subcategory and matrix code under the CDBG National Objectives: Limited Clientele, 05Z Other Public Services Not Listed in 03T and 05A-05Y 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Description of how the project will meet this subcategory: Approximately 10% of our clients are under 60, but have one or more limited Activities of Daily Living (ADLs), such as meal preparation, difficulty bathing themselves or driving. These clients are also very low and low-income clients and meet the income criteria for CDBG funding. The CDBG funding may also be used for clients 60+ to help cover OAA funding shortages, due to the increase in demand overall for meals. C. Performance Monitoring The City will monitor the performance of the Subrecipient against goals and performance standards required herein through quarterly reports and site visits. Substandard performance as determined by the City will constitute non-compliance with this Agreement. If action to correct such substandard performance is not taken by the Subrecipient within a reasonable period of time, as determined by the City and after being notified by the City, contract suspension or termination procedures will be initiated.
