She says a former tenant did install a kitchen and range in the basement without her
knowledge. Further—that they added walls to create a basement bedroom. Regarding the PSE concern—she said it was
because the old furnace was missing a cover in the garage. She has hired a heating specialist to fabricate a new cover
and that work is done.
I told her a VC and likely Condemnation will be issued next week and she will need to vacate occupants and gain permits
to remove all the unpermitted alterations.Just wanted to catch you up.
Owners name is Cindy Umipig 206 669-3582 theumipigs@gmail.com
Talk soon,
Don
_ Don Cunningham
Code Enforcement Officer I Everett Police
425.257.8564 13002 Wetmore Ave., Everett, WA 98201
EVERETT everettwa.gov/police I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to
disclosure pursuant to the Public Records Act.
From: Donald Cunningham
Sent: Friday,June 19, 2020 1:10 PM
To:Ted de Budden <TBudden@everettwa.gov>
Subject: 11007 Paine Field Way CE20-0455
Ted—
I inspected the SFR located at 11007 Paine Field Way today. The tenant that live in the upper level since January 2020—
report the residence is being used as two different dwelling units—3 adults living and cooking in the basement and Mr.
& Mrs.Wilson living with an infant child in the upper level of the residence. This occupancy is obviously in violation of
the zoning code.
The entry is a slip level design and the occupied basement is separated from main residence by a locked door. I was not
able to inspect the basement,so I do not know what kitchen facilities are present. The Wilson's believe new plumbing
has been performed in the basement since they moved in (reportedly a new sink)and I took photos of plumbing near
the water heater, the adjacent furnace, and electrical cable that appears to power a refrigerator/freezer in the garage—
1
