EVERETT <br /> RESOLUTION NO. 7720 WASHINGTON <br /> A RESOLUTION Declaring the 2021 Comprehensive Plan Annual Docket Review Complete <br /> WHEREAS, <br /> A. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act(GMA) in 1994 and conducted a comprehensive review and update of the Plan <br /> in 2015; and <br /> B. Codified as Chapter 36.70A,the GMA allows for comprehensive plans to be amended on an <br /> annual basis; and <br /> C. The GMA requires that all proposals to amend the comprehensive plan shall be considered <br /> concurrently so the cumulative effect of the various proposals can be ascertained; and <br /> D. The City of Everett issued a public notice on May 29, 2021 requesting applications be submitted <br /> no later than July 1, 2021 for any proposed comprehensive plan and associated development <br /> regulation (e.g.,zoning) amendments;and <br /> E. The City of Everett initiated its 2021 annual comprehensive plan amendment review process on <br /> July 8, 2021,which included consideration of one area specific comprehensive plan land use <br /> designation and zoning map amendment,two map amendments to reflect the Smith Island <br /> annexation,and City-initiated amendments related to updating the Parks, Recreation and Open <br /> Space Plan and establishing a parks impact fee; and <br /> F. The City of Everett Planning Commission held public briefing on August 17 and September 7, and <br /> a public hearing on October 5 with a continuation on October 19, 2021; and <br /> G. The proposed amendments will maintain internal consistency within the comprehensive plan <br /> elements and zoning as required by RCW 36.70A.070;and <br /> H. The City regularly updates the various chapters of the comprehensive plan in order to keep the <br /> document timely and of value to the public and City decision makers;and <br /> I. The City completed environmental review of the proposed amendments consistent with the <br /> State Environmental Policy Act and local procedures; and <br /> J. Notices of the proposed amendments to the comprehensive plan and development regulations <br /> were sent to the Washington State Department of Commerce with letters of receipt received on <br /> July 28, September 8 and October 19, 2021. <br />
