Based on WAC 296-46B-900 I believe that this is a new school with an 800 amp service. Because this is a new school I believe we need plan review for the entire electrical system. If you do not agree please forward what you are basing your disagreement on. I do not see this as a modification to an existing electrical system as this is not an existing school. If this was an existing school at the very least we would need all of the items listed in WAC 296-46B-900(vii)which includes before and after load calculations and panel schedules etc. all the back to the service to show adequate capacity and overcurrent protection.
