• •
Ted de Budden \J / 2,66 3 Qq
V \
From: Ted de Budden
Sent: Monday, March 16, 2020 11:31 AM
To: Kelsey Albertson
Cc: Eileen Hinkley
Subject: 5904 Highway Place Unit# 12A
Good morning Kelsey,
Here is a brief summary of my observations made during our joint inspection conducted of the apartment unit located at
5904 Highway Place unit#12A.
An actively leaking roof located near a domestic kitchen refrigerator and adjacent electrical panel was observed within
this apartment unit.
The tenant is attempting to collect the leaking water with several buckets and containers. The tenant stated that the
leak has been active for several weeks and that the maintenance of the collection effort was quite demanding due to the
volume of the water. The collection effort has helped limit damage to the building.
Without the water collection efforts of the tenant the scope of damages would be far greater and would involve other
portions of the structure.
The location of the roof leak near the active electrical equipment is of additional concern. If electrical components are
exposed to water, building codes require water damaged electrical equipment to be replaced. (IPMC section 604.1.1)
The leaking roof within this apartment has created conditions that are Unsafe as defined by code (IPMC 304.1.1 (8)
Failure to repair the leaking roof and manage the conditions within the structure would quickly render the Structure
Unfit for human occupancy as per IPMC section 108.1.3.
If the conditions persist it is my recommendation that affected areas of the building be condemned as outlined within
the code (IPMC 108.1) and (IPMC 108.5)
I fully support your enforcement efforts to abate the conditions within this structure.
Regards
Ted de Budden
am
Chief Inspector I Permit Services
425.257-72711 3200 Cedar Street, 2nd Floor, Everett,WA 98201
EVERETT Hours: Monday—Friday 7:30am-12:00pm and 1:00pm-4:00pm
everettwa.gov I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
1
