I CITY OF EVERETT, WASHINGTON SPECIFICATIONS FOR PORT OF EVERETT COMBINED SEWER MAIN IMPROVEMENTS WO NO. - UP3768 NOTICE TO CONTRACTORS ADVERTISEMENT FOR BIDS Notice is hereby given that sealed bids for the PORT OF EVERETT COMBINED SEWER MAIN IMPROVEMENTS will be received at the Purchasing Counter, 3200 Cedar Street, Door#5, Everett, WA, 98201, until 2:00 p.m. on Tuesday, November 30,2021. The Purchasing Counter is open Monday-Friday, from 8:00am - 3:00pm. At the appointed time, all bids will be opened and read aloud publicly via webcast only. The engineer's estimate for this Project is approximately $6,000,000 (including sales tax). This Project is located within the Port of Everett and construction crosses portions of the Kimberly-Clark Worldwide MTCA Site and the ExxonMobil/ADC MTCA site, which are listed on the Washington State Department of Ecology's (ECY) Confirmed and Suspected Contaminated Sites List. Work on this project is subject to the Port of Everett site Soil and Groundwater Management Plans and to the conditions of the Temporary Construction License Agreement between the City of Everett and Port of Everett. Work being performed includes, but is not limited to, furnishing all labor, materials and equipment necessary to construct approximately 2,270 linear feet of 42-inch combined sewer force main and 2,300 linear feet of 12-inch combined sewer force main and other such appurtenances, including trench excavation, haul, stockpiling and disposal, preparation of a project Health and Safety Plan with related submittals, and performing all Work as required by the Contract. The Contractor must comply with strict time limitations for construction, which are discussed in the Contract Documents. The Contractor shall commence construction activities on the Project site within seven calendar days of the Notice to Proceed. Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Everett". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders"Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self- Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All bids must be made upon the City forms provided for this purpose and must be accompanied by a bid bond or certified check or cashier's check in an amount not less than five percent(5%) of the total amount of the Bid, all as set forth in the Contract Documents. One hundred percent (100%) Payment and Performance Bonds will be required of the successful Bidder to guarantee faithful performance of the Contract.
