• • <br /> PROJECT DESCRIPTION <br /> The applicant is proposing to construct a garage in the southwest corner of the property. This <br /> area is currently comprised of maintained lawn and garden beds. This area is separated from the <br /> buffer of Swamp Creek by a six-foot tall, solid board fence. Because the garage is proposed to be <br /> built in a place that is currently maintained lawn and is isolated from the buffer of Swamp Creek <br /> by an existing fence, the direct, indirect, and cumulative impacts resultant from this project will <br /> be negligible. An existing shed located west of the planned garage is proposed to be removed and <br /> the area planted with native vegetation. The proposed area for the construction of the garage is <br /> located outside of the 100-foot standard stream buffer. No impacts to this off-site stream or its <br /> buffer are proposed as part of this project. <br /> HABITAT ASSESSMENT <br /> Everett Municipal Code section 19.37.180(E)(1) requires a Habitat Assessment for developments <br /> occurring within two hundred feet of Type F streams. This tributary of Swamp Creek is satisfies <br /> the criteria of Everett Municipal Code (EMC) 19.37.160 (a width of two feet or greater at the <br /> ordinary high water mark and a gradient of sixteen percent or less) to be considered a Type-F. <br /> Under these conditions, this stream is presumed habitat for salmonids. <br /> While it is likely that this tributary of Swamp Creek supports some species of fish seasonally, no <br /> listed species are known to occur in this area. No bald eagle nests or anadromous fish presence <br /> near the project site was observed in the field or found in publicly available information such as <br /> the Washington Department of Fish and Wildlife Priority Habitat and Species online map. <br /> The on-site portion of the 100-foot buffer associated with Swamp Creek is largely vegetated with <br /> native species, including a large Douglas fir in the southwestern corner of the property. No <br /> development is proposed to occur within this area. An existing shed lying partially within the <br /> buffer is proposed to be removed when the garage is constructed, and the area replanted with <br /> native vegetation. The proposed garage construction is located entirely within areas that are <br /> currently maintained lawn and landscaping. The project will have no negative impact on existing <br /> fish and wildlife habitat, and will likely provide a small benefit with the removal of the existing <br /> shed. <br /> CONCLUSION <br /> Based on the lack of field indicators, there are no wetlands on or within the subject site. One <br /> Type F Stream is located approximately 60 feet west of the parcel.
