("Water was being shut off due to non-payment, our worker discovered this is now a 2 unit place <br /> w/renovations") <br /> We visited the site yesterday to investigated the concerns.The occupants of a recently altered basement apartment <br /> allowed us to conduct an inspection of their area. <br /> Here is a brief summary of our observations,findings, and determinations. <br /> 1. A records search of the property indicates that the building is recognized as a 3 bedroom 1 bathroom single <br /> family home. ( Current Snohomish County tax Assessor's records--Zillow online Real Estate advertisement dated <br /> 8/24/18-- Everett permit records.) <br /> 2. A Building Inspection conducted yesterday reveals that the structure has been altered from the previous 3 <br /> bedroom 1 bathroom single family configuration.The building has been divided into 2 separate dwellings (one <br /> unit on the main level and one unit the basement level.)with a total of 6 bedrooms and 4 bathrooms. My <br /> research indicates that required permits and approvals for this alteration work has not been <br /> obtained. As you know,alteration and occupancy of this type is a violation <br /> of Code. (R105.1.) (IPMC 108.1.4) <br /> 3. During the course of the inspection it was observed that the two dwellings lack required fire resistive separation <br /> between the apartments, in fact a single oil furnace is being used to heat both apt. units. <br /> The absence of required fire separations creates life safety hazards to all of the occupants, <br /> and are violations of Code. (R302.3 and R302.4.1) (IPMC 703.1) <br /> 4. Bedrooms created in the basement dwelling were observed to lack suitable Emergency Escape and Rescue <br /> Openings as required by code. (R310.1) (IPMC section 702. ) <br /> 5. Electrical work has been conducted without required permits and inspection approvals.At the time of inspection <br /> both tenants were experiencing tripping breakers at the electrical service panel.A single service panel located in <br /> the basement apartment is serving both dwellings.The electrical panel lacks required working clearances and is <br /> not readily accessible to the upper apartment.All of these conditions are violations of code and present life <br /> safety hazards to all of the occupants. (R105.1) (IPMC 605.1) (WAC 296-46B-901) <br /> 6. One of the greatest concerns and egregious code violations observed within the building is a mechanical <br /> equipment hazard that presents severe life safety hazards to the occupants of the structure.An oil fired furnace <br /> and a domestic clothes dryer located in the basement are sharing a common vent. <br /> S 1 • <br />
