INTER WEST — EVERETT CONTRACTOR'S YARD INTERIM FILL PROJECT Sitts & Hill Engineers, Inc.
CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN Job Number 17,733
Section 1— Project Description
This document is a Construction Stormwater Pollution Prevention Plan (CSWPPP) regarding the
proposed placement of fill on Snohomish County Parcel No. 29052100201000 (13.18 acres) in Everett,
WA in preparation for the construction of a contractor's yard. Figure 1 provides a vicinity map of the
project site. Per the requirements of the City of Everett, this CSWPPP has been prepared in accordance
with the standards of the 2012 Stormwater Management Manual for Western Washington as Amended
in December 2014 (DOE Manual).
Filling of the project site is proposed as an interim condition to allow work to begin on the 13.18 acre
site prior to the issuance of the final site development permit and the construction of the final site
condition. The proposed fill will be placed over the east 11.44 acres. The site will be stripped to a depth
of approximately 6 inches to 1 foot. Approximately 43,000 cubic yards of fill will be placed to raise the
finish grade of the site to an average elevation 18.50. The majority of site fill will be comprised of
readily -draining gravel. Temporary erosion and sediment control (TESC) measures are proposed to
accompany the filling of the site to prevent the loss of fill material and the pollution of stormwater
during the interim condition. See Section 7 of this CSWPPP for a description of the TESC measures that
will be installed and maintained throughout the duration of the interim condition, including silt fencing,
rock construction entrance, plastic covering over material stockpile, and a sediment trap.
SITTS & HILL ENGINEERS, INC. 3
TACOMA, WASHINGTON
