1. Project Overview <br />The 35-acre Riverside Business Park development project site is located at 505 East Marine View Drive <br />adjacent to the Snohomish River in Everett, Washington. This project includes the construction of Public <br />Access Trail Segments C, D, F, J, and K with Viewpoints G and H (project), as stipulated in the 'Riverside <br />Business Park Public Access Agreement Port of Everett and City of Everett' (Agreement), dated December 28, <br />2015. The Agreement is available under separate cover and not included as a part of this report. The <br />proposed trail will connect the existing shoreline trail north of the Riverside Road overpass (Segment B) to the <br />trail at the Eighth Street cul-de-sac (Segment 1), constructed with the Riverside Business Park Public Access <br />Trails and Roadway Improvements project. See Appendix Al for a diagram showing the trail and viewpoint <br />designations. <br />The proposed trail site area generally follows the Snohomish River shoreline. This area is currently occupied <br />' by Himalayan Blackberries, Scotts Broom, and various grasses. Upland from the trail tract, the inland lots <br />have been cleared by development projects currently under construction. The developed lots will contain and <br />mitigate all drainage originated within. The proposed trail has been designed to match existing topography for <br />' the most part; therefore, during rainfall events runoff will follow the existing path over the trail on its way out to <br />the Snohomish River. Part of the shoreline is also supported by wooden bulkheads in various states of repair. <br />The Public Trails project does not include any upgrades to the existing bulkheads. <br />The project proposes 2,690 linear feet of 10-foot-wide asphalt concrete shared use path with associated <br />landscape improvements. The landscaping plans were developed based on the 1999 Conceptual Buffer <br />Enhancement Plan, Riverside Industrial Park by Talasaea Consultants and on the shoreline environmental <br />requirements described in the January 2018 Draft Riverside Business Park Public Access Trails Biological and <br />Floodplain Assessment by Hart Crowser (Biological and Floodplain Assessment). See Appendix C1 for the <br />Biological and Floodplain Assessment. Surface water management will be accomplished though grading. <br />Finished grades will allow runoff to sheet flow over the proposed improvements directly to the Snohomish <br />River while maintaining existing overflow paths. The project will disturb approximately 1.1 acres, excluding <br />landscape improvements to the existing ground surface. The earthwork intent is a net zero export where <br />excess soils are amended and reused to create landscaped and planted fill slopes as noted in the grading and <br />drainage plans. Structural fill import is anticipated to support the trail pavement section if existing soils are not <br />adequate.
