Exhibit "A" Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives I. Scope of Service A. Activities/Project Description The Subrecipient will be responsible for administering the Emergency Housing and Hotel Vouchers program in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity: The Emergency Housing and Hotel Vouchers will serve 25 Household by providing two weeks of hotel vouchers and/or 3 months of rent assistance. General Administration [Description of general administrative services to be performed in support of activities noted above] This grant award will assist with basic needs for victims of domestic violence impacted by COVID-19. The grant will provide 424 hotel nights @ $110 a night @ two weeks x two families over the course of 7 months and rent assistance for 4 families @ $1,500 a month x three months. This grant will also add 50% FTE shelter relief staff for 6 months to help with trauma informed support services; cleaning of the shelter; and administrative support.The total low/moderate income homeless survivors of domestic violence and their children assisted 96. B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2020 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate Subcategory and Matrix Code under the National Objective: Limited Clientele; 05G, Services for victims of domestic violence, dating violence, sexual assault or stalking 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Description of how the project will meet this subcategory: DVSSC serves low income survivors of domestic violence (DV) who are experiencing immediate homelessness as they flee their abuser for safety. C. Performance Monitoring The City will monitor the performance of the Subrecipient against goals and performance standards required herein through quarterly reports and site visits. Substandard performance as determined by
