EXHIBIT A <br /> SCOPE OF WORK <br /> Service Provider shall provide post-earthquake building evaluation training for City of Everett staff. The training shall <br /> focus on the primary concepts and procedures of the post-earthquake safety evaluation process using the <br /> ATC-20/45/CaOES SAP protocol. <br /> This training is most effective when done in-person, but due to COVID-19 concerns and restrictions, the training will <br /> be split into two sessions as follows: <br /> A. The first session will be a virtual webinar-style training that is intended to provide an overview of the ATC-20 <br /> methodology and other topics that are necessary to give COE staff familiarity with post-earthquake building <br /> evaluation concepts and techniques. Topics covered in this half-day webinar-style training session include: <br /> 1. A detailed presentation of ATC-20/45 building safety evaluation procedures. <br /> 2. Real-world training examples of relevant damaged buildings from significant earthquakes in California, <br /> Washington, Chile, Haiti, China, Japan, Taiwan, New Zealand, Nepal, and Mexico. <br /> 3. Examples of hurricane and tsunami damaged buildings from New Jersey, New York, Florida, Mississippi, <br /> Louisiana, Chile, and Japan. <br /> 4. Structural response of buildings and structures to earthquakes and other extreme loading. <br /> 5. Procedures and example exercises for wood, masonry, concrete, and steel buildings and structures. <br /> 6. GREEN, YELLOW, and RED placards, what they are, what they mean, and how we use them. <br /> 7. When and how you perform a safety evaluation and post a building and structures. <br /> 8. How to triage building safety evaluations and postings after a disaster. <br /> 9. An overview of the Washington Safety Assessment Facility Evaluators (WASAFE) program for credentialing <br /> and registering building safety assessment volunteers. <br /> The Service Provider's fee for this session includes (2) presenters and all costs associated with class time, <br /> preparation, creating a training flyer, and administrative/billing costs. The City is responsible for providing copies of <br /> the ATC-20 and ATC-45 field manuals to trainees, coordinating with the Service Provider, printing out course <br /> materials for trainees (if necessary), and hosting the training on Microsoft Teams (Service Provider may elect to host <br /> the training using their own service at no additional cost to the City). <br /> The City may capture video and/or audio recordings of this training. Any recordings of this training are for City use <br /> only and may not be distributed to other organizations/agencies. <br /> B. The second session will be an in-person full-day training session that would be completed if COVID-related safety <br /> concerns and/or restrictions diminish to the point that both the City and the Service Provider are able to participate in <br /> the in-person training. This in-person session would be more interactive than the webinar session and would include <br /> a review of topics covered in the first session as well as demonstrations using physical models and simulations, <br /> post-earthquake scenario rehearsals- including scenarios that are customized around City facilities and <br /> infrastructure. This session requires preparation of customized presentation materials. <br /> The Service Provider's fee for this session includes (2) presenters and all costs associated with class time (including <br /> transportation, set-up, and take-down), creating a training flyer, presentation customization, and administrative/billing <br /> costs. The City is responsible for providing copies of the ATC-20 and ATC-45 field manuals to trainees, coordinating <br /> with the Service Provider, printing out course materials for trainees (if necessary), and providing a meeting space <br /> with necessary audio/visual equipment. <br /> The City may capture video and/or audio recordings of this training.
