This permit program is a <br />requirement of the federal Clean Water Act. The Phase II Municipal Stormwater Permit <br />authorizes the discharge of stormwater runoff from the municipal separate stormwater <br />system into surface waters and groundwaters, as long as the City implements Permit- <br />specified components to protect water quality. Ecology recently issued a new Phase II <br />Municipal Stormwater Permit, which became effective August 1, 2019. The new Permit <br />has new compliance and reporting requirements that are phased in over the next 5 <br />years. <br />Ecology provides biennial grant funding in the form of Water Quality Stormwater <br />Capacity grants to Phase I and Phase II Permittees to assist with implementation and <br />management of the Phase II Municipal Stormwater Permit. Grant funds will be used to <br />attain compliance with current and future requirements where applicable such as: water <br />quality monitoring for TMDLs; developing policies, source control, and stormwater <br />management action planning. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Water Quality Stormwater Capacity Grant Agreement <br />with the Washington State Department of Ecology for the biennium (2021-2023) in the <br />amount not to exceed $50,000.
