D. MODIFICATION OF PERMIT COVERAGE <br /> A permittee requesting a reduction in monitoring, or a change in action level, or <br /> otherwise requesting a modification of permit coverage, must submit a complete <br /> Modification of Coverage Form to Ecology. The Permittee must: <br /> 1. Apply for modification of coverage at least 60 days prior to the change <br /> necessitating the coverage modification. <br /> 2. Complete the public notice requirements in WAC 173-226-130(5) as part of a <br /> complete application for modification of coverage. <br /> 3. Comply with SEPA as part of a complete application for modification of coverage <br /> if undergoing a significant process change driven by a corrective action. <br /> S3. COMPLIANCE WITH STANDARDS <br /> A. Discharges must not cause or contribute to a violation of surface water quality <br /> standards (Chapter 173-201A WAC), sediment management standards (Chapter <br /> 173-204 WAC), or human health-based criteria in the Federal water quality criteria <br /> applicable to Washington (40 CFR Part 135.45). This permit does not authorize <br /> discharge in violation of water quality standards. <br /> B. Ecology presumes that a Permittee complies with water quality standards unless <br /> discharge monitoring data or other site-specific information demonstrates that a <br /> discharge causes or contributes to a violation of water quality standards, when the <br /> Permittee complies with the following conditions. The Permittee must fully comply <br /> with all permit conditions, including planning, optimization, corrective actions (as <br /> necessary), sampling, monitoring, reporting, waste management, and <br /> record keeping conditions. <br /> S4. NARRATIVE EFFLUENT LIMITS FOR WWTPS WITH DOMINANT TIN LOADS <br /> A. APPLICABILITY AND NARRATIVE EFFLUENT LIMITS <br /> Beginning on the effective date, each of the Permittees with dominant TIN loads listed <br /> in Table 5 may discharge TIN from the WWTP through the designated outfall(s) <br /> described in its individual NPDES permit. See Table 3 in Section S1.A for the load <br /> category assignment. <br /> All discharges and activities authorized by this permit must comply with the terms and <br /> conditions of this permit. Each Permittee listed in Table 5 must comply with the facility <br /> specific or bubbled action levels and narrative effluent limits listed in Table 4, which <br /> constitute the suite of best management practices (BMPs) required for a water <br /> quality based effluent limit under 40 CFR 122.44(k). <br /> Puget Sound Nutrient General Permit Page 11 <br />
