NITROGEN OPTIMIZATION PLAN AND REPORT <br /> Each Permittee listed in Table 11 must develop, implement, and maintain a Nitrogen <br /> Optimization Plan to evaluate and implement operational strategies for maximizing <br /> nitrogen removal from the existing treatment plant during the permit term. Permittees <br /> must document their actions taken and apply an adaptive management approach at <br /> the WWTP. Permittees will quantify results with required monitoring under this Permit. <br /> The Permittee must begin the actions described in this section immediately upon <br /> permit coverage. Documentation of Nitrogen Optimization Plan implementation must <br /> be submitted through the Single Report (S9- Reporting Requirements). See Appendix E <br /> for report questions that satisfy the Nitrogen Optimization Plan requirements. This <br /> report must be submitted by March 31, 2026. <br /> The Nitrogen Optimization Plan submitted by each Permittee in Table 11 must include <br /> the following components: <br /> 1. Treatment Process Performance Assessment <br /> Each Permittee listed in Table 11 must assess the nitrogen removal potential of <br /> the current treatment process and have the ability to evaluate optimization <br /> strategies prior to implementation. <br /> a. Evaluation. Each Permittee in Table 11 must develop a treatment process <br /> assessment method for purposes of evaluating optimization approaches <br /> during the permit term. <br /> i. Evaluate current (pre-optimization) process performance. Determine the <br /> empirical TIN removal rate for the WWTP. <br /> ii. Develop an initial assessment approach to evaluate possible optimization <br /> strategies at the WWTP prior to and after implementation. <br /> iii. Determine the optimization goal for the WWTP. Develop and document a <br /> prioritized list of optimization strategies capable of achieving the <br /> optimization goal for each WWTP owned and operated by the Permittee. <br /> Update this list as necessary to continuously maintain a selection of <br /> strategies for achieving each optimization goal identified. <br /> Puget Sound Nutrient General Permit Page 28 <br />
