APPENDIX A— DEFINITIONS <br /> 303(d) Listed Waters means waterbodies listed as Category 5 on Washington State's Water <br /> Quality Assessment. <br /> Action Level means an indicator value used to determine the effectiveness of best <br /> management practices at a WWTPs. Action levels are not water quality criteria or effluent limits <br /> by themselves but indicators of treatment optimization. <br /> Adaptive Management means the process of incorporating new information into optimization <br /> implementation to ensure effective attainment of documented goals or the facility specific <br /> action level. <br /> AKART means acronym for "all known, available, and reasonable methods of prevention, <br /> control, and treatment." AKART represents the most current methodology that can be <br /> reasonably required for preventing, controlling, or abating the pollutants and controlling <br /> pollution associated with a discharge. <br /> Alternative Restoration Plan means a near-term plan, or description of actions, with a schedule <br /> and milestones, that is more immediately beneficial or practicable to achieving water quality <br /> standards. <br /> Applicant means an owner or operator in responsible charge seeking coverage under this <br /> permit_ <br /> Best Management Practices (BMPs) means schedules of activities, prohibitions of practices, <br /> maintenance procedures, and other physical, structural and/or managerial practices to prevent <br /> or reduce the pollution of waters of the State. <br /> Bubbled action level means the sum of individual action levels for all WWTPs in the same <br /> discharger category under a single jurisdiction's ownership. <br /> Bypass means the intentional diversion of waste streams from any portion of a treatment <br /> facility. <br /> Day means a period of 24 consecutive hours. <br /> Clean Water Act (CWA) means the Federal Water Pollution Control Act enacted by Public Law <br /> 92-500, as amended by Public Laws 95-217, 95-576, 96-483, and 97-117; USC 1251 et seq. <br /> Composite (also Composite Sample) means a mixture of grab samples collected at the same <br /> sampling point at different times, formed either by continuous sampling or by mixing discrete <br /> samples. May be "time-composite" (collected at constant time intervals) or "flow-proportional" <br /> (collected either as a constant sample volume at time intervals proportional to stream flow, or <br /> collected by increasing the volume of each aliquot as the flow increases while maintaining a <br /> constant time interval between the aliquots. <br /> Puget Sound Nutrient General Permit Page 52 <br />
