If dues are to be collected, the Steering Committee will identify all Forum <br /> members in Section I.C. who owe dues. These utilities, associations, and counties <br /> will be invoiced $1,000 unless they opt out and become a guest. The remaining <br /> balance will be allocated to Forum members in Section I.A as follows: 25%to <br /> Everett, 25%to Tacoma, 35%to Seattle and 15%to Cascade. If the Steering <br /> Committee waives dues, Forum representatives in categories I.A and I.0 may still <br /> vote. <br /> D. Meeting protocols <br /> i. Items requiring a vote. Items requiring a vote include approval of the annual <br /> work plan and budget with associated dues, amendments to the work plan or <br /> budget, approval to refund dues, any formal public positions including legislative <br /> positions, selection of the Chair and Vice-Chair, or any items that obligate a <br /> member to incur a direct reimbursable cost for the benefit of the Forum. <br /> ii. Voting.The Forum's goal in voting is to reach unanimous agreement. If such <br /> agreement cannot be reached, members of the Steering Committee must reach <br /> unanimous agreement for a proposal to be approved. <br /> iii. Meeting frequency and location. The Forum will meet quarterly unless more <br /> frequent meetings are needed as determined by the Steering Committee. Topic- <br /> focused committees will meet as needed to accomplish tasks in the annual work <br /> plan. Meetings will be located as centrally as possible for all members and may <br /> be held online as needed. <br /> E. Represented positions. The Forum may participate in public discussions and present <br /> approved Forum positions. Minority positions may be expressed. Whomever represents <br /> the Forum will present both Forum and minority positions. <br /> i. The Forum will coordinate any legislative communications with the Washington <br /> Water Utility Council and seek to have common positions on areas of common <br /> interest. <br /> 6 <br />
