L4LANDAU5
EXHIBIT A
January 19, 2022
City of Everett Public Works
3200 Cedar Street
Everett,WA 98102
Attn: Mr. Souheil Nasr, PE
Transmitted via email to:SNasr@everettwa.gov
Re: Environmental Support—Scope and Estimated Cost
Port of Everett Combined Sewer Main Improvements
Everett,Washington
Dear Mr. Nasr:
Landau Associates, Inc. (LAl) is pleased to submit this proposal for environmental support services to
the'City of Everett(City)for the Port of Everett(Port) Combined Sewer Main Improvements project
(the project). The project will be conducted at the Port within a construction easement granted by the
Port, and crosses two Washington State Department of Ecology(Ecology) Model Toxics Control Act
(MTCA) cleanup sites:the Kimberly-Clark Worldwide Site(K-C Site)and the ExxonMobil/ADC Site
(Exxon/ADC Site). LAI's first primary objective is to document environmental conditions encountered
by the City during construction of the project to support any coordination between the City and the
Port in the event that unanticipated hazardous materials are encountered. LAI's second primary
objective is to support the City's implementation of the project in accordance with the K-C Site Soil
and Groundwater Management Plan and the Exxon/ADC Site Soil and Groundwater Management
Plans (SGMPs; LAI 2021a, 2021b).These SGMPs were prepared by LAI for the Port to guide intrusive
activities within each cleanup site during marine terminal improvements(MIE project) being
conducted by the Port, and they were subsequently adopted by the City for use during the project.
The project is expected to be conducted from late March through June 2022 and will occur
concurrently with the Port's MIE project, which LAI is also supporting for the Port. MIE project support
includes documenting environmental conditions within the construction easement and supporting
implementation of the SGMPs. LAI understands both the City and Port concur that LAI providing
environmental support on both projects is beneficial to both parties and does not represent a conflict
of interest.
The following sections present the proposed scope and budget, which consists of the following tasks:
• Construction Engineering Support
• Ecology Coordination
155 NE 100th St,Ste 302 • Seattle,WA 98125 • 206.631.8680 • www.landauinc.com
