Snohomish County Tax Assessors records identify the house located at 2120 Rainier Ave. as a 4 bedroom 1 bath <br />single family dwelling. A review of permit records and city documents does not appear to differ from this <br />configuration. <br />Our inspection today revealed that several windows in habitable rooms on the main floor of the structure are <br />not operable and therefore not compliant with IPMC section 403.1 ( Habitable Spaces), and said rooms if used <br />for sleeping would not be compliant with IPMC 702.4 (Emergency Escape Openings). <br />3. <br />As you know a tenant named "Jeremiah" stated during our visit that when he moved into the house earlier this <br />month he had been living and sleeping in the basement of the house. Our measurements of <br />the basement ceiling height is 6 foot 8 inches. IPMC section 404.3 requires habitable basements to have a <br />minimum of 7 feet ceiling height. Therefore the basement of the structure is not suitable for habitation. <br />Additionally, It was observed that Emergency escape openings are not provided within the basement area. The <br />basement level of the dwelling is not approved for habitation and should not be occupied. <br />4. A wood burning stove was observed to be located in a room located north of the main entry. This room lacks <br />operable windows and therefor adequate combustion air for the stove. A permit search failed to locate permits <br />for the installation of the stove. IRC R105.1 <br />The owner stated that this room has been used for sleeping purposes. <br />This room lacks Emergency Escape and rescue openings (IPMC 702.4) and coupled with the hazardous wood <br />stove installation and lack of required ventilation, presents unsafe conditions to the occupants. <br />5. <br />Exposed, Unsecured, Insufficient, and Unsafe electrical wiring and equipment was observed in various areas of <br />the building. I showed electrical inspector Mike Bearda your inspection photos of some of <br />the electrical concerns and defects, he concurs with the "Unsafe" analysis. IPMC 108.1.2 <br />In summary the house located at 2120 Rainier Ave. due to the numerous aforementioned defects is "Unlawful" as <br />defined by IPMC 108.1.4 and has Unsafe conditions as defined and outlined throughout the IPMC. <br />Thank you for giving me the opportunity to provide assistance in this matter and for your efforts to Abate the Code <br />Violations and Unsafe conditions at this property. <br />Regards <br />
