We could use your assistance, here is the story. <br />On 10/03/2018 we conducted an inspection of a house located at 5103 Rucker Ave. During the course of this inspection <br />it was determined that work was being conducted beyond the scope of permits that had been issued. <br />The unpermitted work included plumbing, electrical, mechanical, and general construction work. <br />Because of the unpermitted work occurring there, I posted a Stop Work Order the same day at the building. (R114.1) <br />The owner at the time did stop work on the project and according to Snohomish County Assessors records sold the <br />property to the current owner on 11/08/2019. <br />I received a fresh complaint from a neighbor yesterday who is concerned that the property is being sold again, and that <br />significant work has been done without record of permits and approvals. <br />The neighbors concerns are valid and accurate. I looked online at the current real estate listings and have verified by the <br />real estate advertising photos and comments that significant work has occurred after the Stop Work was posted. The <br />real estate photos compared with our previous inspection photos show that the entire basement has been finished. A <br />prior attached garage area has been converted to living space, and the upper main portion of the house has been <br />completely renovated, all without required permits and inspection approval. (R105.1 Permits Required and R113.1 <br />Unlawful acts.) <br />The Structure is Unlawful as defined by Code. (IPMC 108.1.4) <br />The Structure should be Condemned as outlined by Code. (IPMC 108.1) <br />Occupancy should be prohibited as per IPMC 108.5 until approval to occupy has been granted by this office.
