Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Rental Assistance for Covid Relief <br /> program in a manner satisfactory to the City and consistent with any standards required as a <br /> condition of providing these funds. Such program will include the following activities eligible under <br /> the Community Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Rental Assistance for Covid Relief will serve 20 unduplicated City of Everett Households by <br /> providing rental assiatnce and utilities to each during this program year. <br /> General Administration <br /> (Description of general administrative services to be performed in support of activities noted above] <br /> Administrative services to be performed in support of activities noted above include outreach, <br /> eligibility screening and use of Language Link to ensure equity access. The Community Coordinator <br /> will connect with participants by phone to complete the screening and application, gather the <br /> necessary backup documentation and process the payment for the rent assistance and/or utilities as <br /> appropriate. The Landlord Engagement Specialist/ Data Specialist will contact the landlord to gather <br /> a copy of the lease, W9 and any pending utility bills information and back up information. The Fiscal <br /> Analyst will submit the invoices and report of activity. The Regional Director and Executive Director <br /> will assure program compliance. Everett residents that disclosed other needs not covered by this <br /> funding will be referred to other funding sources. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2020 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate Subcategory and Matrix Code under the National Objective: <br /> Limited Clientele; 05Q, Subsistence Payments 24 CFR 570.207(b)(4) or 42 USC 5305(a)(8) +24 CFR <br /> 570.482(c)(2) <br /> Description of how the project will meet this subcategory: We will meet the Limited Clientele <br /> subcategory by using processes in place utilized for the screening and record keeping of <br /> families applying for funding. YWCA will advertise the term of funds and eligibility criteria in <br /> various media networks. YWCA has been managing and accounting for Federal funding for <br />
