wildlife species in the western U.S. I received certifications from the Washington Department of Fish and <br /> Wildlife for terrestrial wildlife habitat assessments and wildlife surveys of special-status wildlife species. <br /> I have conducted over 1,900 biological / ecological assessments in different capacities on properties with <br /> many habitat types and zoning designations, from small, urban properties (0.25 acres) to large, rural <br /> properties (up to 2,000 acres in size). I have been selected by several local city jurisdictions to provide on- <br /> call 3rd-party environmental reviews of proposed development projects for compliance with local Critical <br /> Areas Ordinances and the FEMA Floodplain Habitat Assessment and Mitigation document. <br /> BRIEF DESCRIPTION OF PROPOSED PROJECT <br /> As previously mentioned in this report, the properties currently contain the following existing site features: <br /> single-family residence, deck, concrete driveway, carport, detached garage, shed, dock, bulkhead, pavers, <br /> and other infrastructure normal to single-family residential development in the region. Please view the <br /> attached Map Sheet CA1.00 for a depiction of the existing site features and the proposed project described <br /> below. The applicant is proposing to expand the total square footage of the existing single-family residence <br /> by a combined total of 1,000 square feet and replace an existing paver patio with a slatted deck. <br /> Due to the site constraints associated with the on-site wetland and OHWM of Silver Lake, nearly the entire <br /> extent of the properties is encumbered by the wetland, lake, or associated standard buffers. Therefore, no <br /> opportunity exists to avoid the standard buffer area with the proposed additions to the existing residence. <br /> However, EMC section 19.37.050.A.k allows for expansions/additions to the legally constructed structures <br /> and improvements on the property in accordance with the outlined criteria. <br /> The proposed expansions I additions to the existing single-family residence have been specifically <br /> designed per our detailed correspondence with Mr. Steve Ingalsbe, Land Use Manager in the City of <br /> Everett's Community, Planning and Economic Development Department. Based on our detailed <br /> correspondence to date with Mr. Ingalsbe, the project has been designed in accordance with the maximum <br /> total expansion amount of 1,000 total square feet as allowed per EMC section 19.37.050.A.k. Based on the <br /> survey of the property, the existing house overhang closest to the lake is 23.1 feet from the lake OHWM. <br /> The closest portion of the proposed project components to the on-site Critical Areas is the proposed deck, <br /> and the closest portion of the proposed deck to the wetland equals 23.5 feet. Therefore, per specific <br /> discussions with Mr. Ingalsbe, the proposed additions have been specifically designed to be no closer to <br /> the on-site Critical Areas/Shoreline than the existing development. In fact, the proposed additions will be <br /> located significantly farther from the on-site and nearby Critical Areas than the existing site features. <br /> Further, the proposed expansions/additions will not impact any native vegetation on the property, and the <br /> proposed expansions will be constructed on top of existing maintained lawn, ornamental landscaping <br /> planted by the property owners, and /or existing improved areas such as concrete or other non-vegetated <br /> areas. Therefore, no proposed impacts associated with the proposed house expansions / additions will <br /> trigger the need for compensatory mitigation per specific correspondence with Steve Ingalsbe, Land Use <br /> Manager in the City of Everett's Community, Planning and Economic Development Department (since no <br /> native vegetation will be temporarily or permanently impacted via this project proposal). The proposed <br /> project described in this report and depicted on Map Sheet CA1.00 meets the code requirements outlined <br /> in Chapter 19.37 of the Everett Municipal Code. <br /> Wetlands& Wildlife, Inc.
