produced by the Washington Department of Fish and Wildlife(WDFW), and fish distribution maps produced <br /> by the WDFW (SalmonScape), Pacific States Marine Fisheries Commission (StreamNet) and Washington <br /> Department of Natural Resources (DNR; Forest Practices Application Mapping Tool [FPAMT]) were also <br /> evaluated as part of this project review. <br /> One wetland and a Shoreline of the State (Silver Lake) were identified on the project site. Wetlands & <br /> Wildlife, Inc. delineated the boundaries of the on-site wetland and on-site Ordinary High Water Mark <br /> (OHWM) of Silver Lake using bright pink flagging labeled in sequential order in accordance with <br /> professional ecological industry standards. The delineation flags were then surveyed by BBA Land <br /> Surveying, LLC. After the delineation flags were located using this method, Wetlands & Wildlife, Inc. <br /> imported the flag location data into a computer-aided drawing (CAD) program to depict the delineated <br /> Critical Area and Shoreline boundaries in relation to the property boundaries and other existing site <br /> features. See the attached Map Sheet CA1.00 for reference. <br /> RESULTS AND FINDINGS OF CRITICAL AREAS EVALUATION <br /> Based on our site evaluations, there is one regulated wetland and a Shoreline of the State located on the <br /> subject parcels as shown on the attached Map Sheet CA1.00. No other regulated Critical Areas were <br /> determined to be located on or within 300 feet of the subject properties that would potentially affect the <br /> proposed development. <br /> Cowardin Classifications: <br /> According to the Cowardin System, as described in Classification of Wetlands and Deepwater Habitats of <br /> the United States, the classifications for the regulated wetland and Silver Lake follow: <br /> Wetland A: Palustrine, Scrub-Shrub, Broad-leaved Deciduous, Seasonally Flooded (PSSIC) <br /> Silver Lake: Lacustrine, Limnetic, Unconsolidated Bottom, Sand (L1 UB2) <br /> Everett Municipal Code Classifications: <br /> Per Chapter 19.37 of the EMC, the classifications for the regulated wetland and Silver Lake follow: <br /> Wetland A is located among the northeastern portions of the subject properties and extends off-site to the <br /> north of the subject properties. Per industry standards and City of Everett requirements, Wetland A was <br /> rated using the 2014 Washington State Wetland Rating System for Western Washington, (Ecology <br /> Publication No. 14-06-029, published October 2014). The subject wetland meets the outlined criteria for <br /> "Lake Fringe"wetland. Therefore, the hydrogeomorphic(HGM) class used to rate the wetland was a"Lake <br /> Fringe"wetland on the Wetland Rating Form. Using the Wetland Rating Form, Wetland A scored a total of <br /> 19 points (8 points for Water Quality Functions, 6 points for Hydrologic Functions, and 5 points for Habitat <br /> Functions) and is therefore considered a Category Ill wetland. The rating form is attached to this report <br /> for viewing. Per Table 37.2 shown in EMC section 19.37.110, Category Ill wetlands with low level of <br /> function for habitat (Habitat Functions score of 3-5) require a standard protective buffer width of 80 feet to <br /> be applied parallel to the wetland boundary without mitigation measures.
