SITE DESCRIPTION <br /> On September 22, 2015 Acre Environmental Consulting, LLC visited the approximate 0.45-acre <br /> property located at 7702 Rainier Drive in the City of Everett, Washington. The site is further <br /> located as a portion of Section 07, Township 28N, Range 05E, W.M. The parcel number for this <br /> property is 00393600100500. This purpose of this site visit was to locate and assess regulated <br /> critical areas on and adjacent to the subject site. Surrounding land use is comprised of <br /> commercial development to the west with single family residences in all other directions. <br /> Access to this site is from the east via Rainier Drive. The western portion of this property <br /> currently contains an existing single-family residence with an associated garage. The remainder <br /> of the site contains a mixture of maintained lawn, scattered trees, and areas of what appear to <br /> be unmaintained landscaping with yellow archangel (Lamiastrum galeobdolon, Nol/UpI) <br /> dominant in the understory. This report was prepared by Louis Emenhiser who also conducted <br /> the field-work. Louis is a certified Professional Wetland Scientist with a Masters Degree in Soil <br /> Science and over fifteen years of professional experience. <br /> A Category III, slope wetland is located along the western border of the site and extends off-site <br /> to the north, south, and west.This wetland is associated with a Type Ns stream that flows north <br /> and comprises a portion of the headwaters of Pigeon Creek No. 1. In the City of Everett, <br /> Category III wetlands receive 60-foot protective buffers while Type Ns streams with a buffer <br /> that is sparsely vegetated, un-vegetated, or is vegetated with invasive species receive a <br /> standard buffer of 75 feet. When buffer enhancement is provided in compliance with EMC <br /> 37.110(A)(6) and EMC 37.170(C), the standard stream buffer is 50 feet. In instances where two <br /> or more buffers overlap,the more restrictive shall apply. <br /> PROJECT DESCRIPTION <br /> The applicant is proposing to divide the property and create an additional lot located west of <br /> the existing house. As discussed above,the buffer is currently comprised of scattered trees with <br /> an understory comprised of what appears to be unmaintained landscaping with yellow <br /> archangel (Lamiastrum galeobdolon, Nol/UpI) and other invasive species dominant in the <br /> understory. Because the existing wetland and stream buffer is vegetated with invasive species, <br /> the applicant is proposing to enhance the entire on-site buffer as required by EMC 37.110(A)(6) <br /> and EMC 37.170(C). Buffer enhancement will consist of removing invasive species and planting <br /> native trees and shrubs. As part of the buffer enhancement, the applicant is proposing to <br /> remove a portion of an existing, unneeded sewer line that is located in the buffer.
