• <br /> • , vegetation and to assist in monitoring the plantings. <br /> Wood chips or other suitable material shall be used for mulching in the planting areas. Any <br /> existing vegetation is to be removed from a two-foot diameter area at each planting site. Mulch <br /> is to be placed in this two-foot diameter area at a depth of three to four inches. A four-inch <br /> diameter ring around the base of each plant shall be kept free of mulch. <br /> Water should be provided during the dry season (July 1 through October 15) for the first two <br /> years after installation to insure plant survival and establishment. Water should be applied at a <br /> rate of 1 inch of water twice per week for year one and 1 inch per week during year two. <br /> Appropriate BMP erosion control measures shall be installed and functioning prior to <br /> commencement of the mitigation measures. <br /> CRITICAL AREA SIGNS AND FENCING <br /> Per EMC 37.110(E), "A temporary construction fence shall be placed along the construction <br /> setback line to prevent encroachment during construction. Except for utility and road projects, <br /> the city shall require any development proposed on a lot which contains or adjoins a wetland to <br /> provide a permanent fence or other structural protection at the edge of the wetland buffer to <br /> minimize encroachment into and disturbance of the wetland and buffer area after construction. <br /> Fencing shall be split-rail or an alternative approved by the planning director. Fencing must be <br /> installed in a manner that allows continuous wildlife habitat corridors along critical fish and <br /> wildlife areas" <br /> Signs designating the presence of the Critical Area shall be posted along the Critical Area <br /> boundary. Signs shall be placed at approximately 100-foot intervals around the perimeter of <br /> the Critical Area. Minimum placement shall include one sign per wetland, and at least one sign <br /> shall be placed in any lot that borders the Critical Area, unless otherwise approved by the City. <br /> The design and proposed locations for the Critical Area signs should be submitted to the City of <br /> Everett for review and approval. An example of Critical Area sign language is as follows: <br /> CRITICAL AREA TRACT <br /> THIS STREAM,WETLAND AND UPLAND BUFFER ARE PROTECTED TO <br /> PROVIDE WILDLIFE HABITAT AND MAINTAIN WATER QUALITY. <br /> PLEASE DO NOT DISTURB THIS VALUABLE RESOURCE. <br /> The signs shall be constructed of aluminum or similar durable material.
