March 23, 2022 <br /> The regular meeting of the Everett City Council was called to order at 12:30 p.m., <br /> March 23, 2022, by President Stonecipher. <br /> Upon roll call, it was found that Mayor Franklin and Council Members Rhyne, <br /> Schwab,Zarlingo and President Stonecipher were present. Council Member Fosse, <br /> Vogeli and Tuohy were excused. <br /> Council Member Rhyne led the Pledge of Allegiance. <br /> On behalf of the City Council, Council Member Schwab acknowledged the original <br /> inhabitants of this place, the sduhubs people and their successors, the Tulalip <br /> Tribes. <br /> APPROVAL OF MINUTES <br /> The minutes of March 9, 2022, were approved as printed. <br /> MAYOR <br /> Mayor Franklin congratulated Parks and Facilities Planning and Capital <br /> Development Manager, Chris Lark, on his retirement. <br /> COUNCIL <br /> Comments and liaison reports were provided by Council Members Rhyne, Schwab, <br /> Zarlingo, and President Stonecipher. <br /> Council Member Rhyne and Schwab discussed President Biden's "Build Back <br /> Better" Act that was passed in November 2021. The Build Back better Bill provides <br /> funding, establishes programs, and otherwise modifies provisions relating to a <br /> broad array of areas, including education, labor, childcare, health care, taxes, <br /> immigration, and the environment. <br /> The grant funding opportunities are highly competitive and would require <br /> additional staff, internal or contract, for grant writing and funds granted. <br /> 1 <br />
