Attachment A <br /> Scope of Work <br /> Further work associated with an adopted housing action plan to encourage construction of additional <br /> affordable and market rate housing in a greater variety of housing types and at prices that are accessible <br /> to a greater variety of incomes (RCW 36.70A.600(2)). In doing this work, cities are encouraged to <br /> prioritize the creation of affordable, inclusive neighborhoods and to consider the risk of residential <br /> displacement, particularly in neighborhoods with communities at high risk of displacement(RCW <br /> 36.70A.600(9)). This work includes the following strategies and recommendations from an adopted <br /> housing action plan. <br /> Strategy 5: Coordinate a Development Incentives Study to provide guidance on changes and <br /> initial incentives for affordable housing construction and preservation. <br /> Recommendation 2.2: Provide a detailed economic study of potential incentives in urban <br /> corridors. <br /> Recommendation 4.4: Expand fee waivers for affordable housing. <br /> Recommendation 4.6: Review and update the Multifamily Tax Exemption (MFTE) <br /> program. <br /> Recommendation 4.7: Review and update development height incentives program for <br /> affordable housing units. <br /> ** * <br /> Commerce will be monitoring the contracts biannually to review progress in meeting milestones, <br /> deliverables and invoicing. <br /> Grant Objective: <br /> Coordinate a review and update of existing housing development incentives (market-rate and <br /> affordable)and recommend new incentives that will significantly increase the pace of housing <br /> production in the city while meeting policy goals including affordability for a wide range of <br /> economic and special needs segments of the population.(Action S-5) <br /> Steps/ Description Start Date End Date <br /> Deliverables <br /> Action 1 Review the city's existing housing 3/15/2022 8/15/2022 <br /> development incentives, including <br /> recent examples,trends, and <br /> estimated impact on housing <br /> production.
