No. 7709 <br />............................. <br />............................ <br />Fund: General Government Special Projects Fund 155 <br />Fiscal summary statement: <br />The City is the recipient of $20,695,570 from the Coronavirus Local Fiscal Recovery Fund, as <br />authorized by the American Rescue Plan Act. On Oct. 27, 2021, Council adopted Resolution No. <br />7709 to designate that the City intends to use $1,000,000 of these funds for the Everett Forward <br />Grant (EFG) Program for one-time grants to businesses and other applicants to move Everett's <br />economy forward out of the pandemic. <br />If the NWIRC EFG Contract is approved, $75,000 of the $1,000,000 designated for EFG will be <br />used with no General Fund fiscal impact. Since the NWIRC EFG Contract exceeds $50,000, it <br />requires Council approval. <br />Project summary statement: <br />NWIRC assists entrepreneurs to create, build and grow innovative businesses that strengthen the <br />economic diversity of NW Washington. In the City of Everett, NWIRC operates TheLab@Everett <br />located in the AOTW Arena (see attached NWIRC Flyer) <br />NWIRC was awarded a $75,000 EFG in order to launch a Data Analytics training program (see <br />NWIRC EFG Project Summary) to: <br />• Help small -medium businesses understand how to utilize their data for making strategic <br />decisions to be more competitive and resilient. <br />• Build workforce of skilled data analysts working with small -medium businesses. <br />Partners include: <br />• Workforce Snohomish <br />• Dr Nella Ludlow — Quanta Logica as lead developer for Data Analytics Bootcamp and <br />liaison to WSU Everett <br />• Post -secondary Education Institutions (WSU-Everett and others) <br />NWIRC anticipates that upon stabilization in 2023 the program will annually train 100 people and <br />businesses. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Northwest Innovation Resource Center Everett Forward Grant <br />Contract in the amount of $75,000. <br />
