The RECIPIENT will list and describe potential structural and non-structural stormwater management actions for the <br /> prioritized sub-basin or basin area. Structural actions will be stormwater retrofit BMP's and non-structural actions will include <br /> land management/development strategies, and targeted stormwater management program (SWMP)actions to support <br /> improved receiving water quality. Proposed retrofits and actions should match where the basin is in the Watershed <br /> Characterization model, i.e.,whether it primarily needs protection or improvement. The RECIPIENT will consider both short <br /> term and long-term actions. <br /> B. The RECIPIENT will provide for at least one opportunity for stakeholder review and comment on the list of proposed <br /> stormwater management actions. <br /> C. The RECIPIENT will prepare a draft SMAP,including a proposed implementation schedule, short and long-term goals, <br /> conceptual budget,potential funding sources,and adaptive management. <br /> D. The RECIPIENT shall provide opportunities for public comment and ECOLOGY comment on the draft SMAP. <br /> E. The RECIPIENT will prepare a final SMAP that considers and incorporates ECOLOGY and public comments and <br /> receives Ecology Acceptance Letter. <br /> F. The RECIPIENT is responsible for listing all required local, state,tribal and federal permits,licenses, easements,or <br /> property rights necessary for the project. <br /> G. The RECIPIENT will provide both the ECOLOGY project manager and separegister@ecy.wa.gov an initial consultation <br /> on any draft State Environmental Policy Act(SEPA)documents,if SEPA is triggered. The RECIPIENT will notify the <br /> ECOLOGY project manager, in addition to the required distribution and public notice, when SEPA documents are issued for <br /> the official comment period,which is a minimum of 21 days. <br /> H. The RECIPIENT will submit Ecology cultural resources review form to ECOLOGY,if required,to initiate cultural <br /> resources review of any conceptual design(s)for proposed stormwater retrofit projects. <br /> Task Goal Statement: <br /> Prepare Stormwater Management Action Plan. <br /> Task Expected Outcome: <br /> Development of stormwater retrofit and land management strategies intended to conserve,protect,or restore water quality in a <br /> selected receiving water. <br /> Template Version 12/10/2020 <br />
